Whidbey
Island's Penn Cove was settled by Col. Issac Ebey in 1850; two years later
retired sea captain Thomas Coupe homesteaded nearby. Ebey was
beheaded by raiding Haida Indians in 1857, while Coupe had the county seat
platted and named for him. |
